Edicts are laws that affect the Village, the Builder's Guild, and the annexed territories of the Kingdom. All edicts will affect these groups' loyalty to the kingdom.
Monarch, Knight and Spy can work on edicts at a strategy table. These Sims can view the proposed edicts and add either benefits (costing §50 and boosting the loyalty of a group) or taxes (decreasing loyalty of a group by -5 while adding some Simoles to the coffers) to them.

If a vote is not called earlier, voting will be held two hours after an edict has been proposed. The vote is held between a council that consists of the Monarch, Royal Advisor, Build Master and a diplomat from every territory annexed by the kingdom. Each member gets an equal number of votes, but a vote made by a level 10 monarch counts twice.
The voting system adheres to the rules of simple plurarity (most votes win) and does not require a majority (51%) number of votes for a proposed edict to be passed, but only a single winning edict can be passed (all proposals fail when there's a tie). Hence, a level 10 monarch wields a huge advantage with two votes that could easily swing a decision from, for example, a 2-3-3 vote to a 4-3-3 decision.
